Character History - Through Movie War Mega Max.

Shotaro has been working to protect the city of Fuuto since he was a child - helping out his friends, and working under mantra of "This city is my garden - I don't want anyone here to cry." At some point while a teenager or young adult - we're not shown when, exactly - he joined up with Sokichi Narumi of the Narumi Detective Agency as his partner, helping to protect Fuuto from Gaia Memory-related crime perpeutuated by the group known as Museum. During this time, Shotaro was young, immature, impatient, and impulsive. While on a case to take someone from Museum's Gaia Memory manufacturing facility, Shotaro was tasked to stay in one area and wait while Sokichi took care of the Gaia Memory-powered thugs that worked for Museum by fighting them as Kamen Rider Skull. However, Shotaro saw their target while this was going on, and foolishly pursued that person - to try and show Sokichi that he was a capable detective. This resulted in a mishap that transported the young across the facility, and he had to be retrieved from there. Shotaro, Sokichi, and the young man, now known as Philip were making their escape from the facility when Sokichi was fatally shot by Museum guards. He gave his hat - which Shotaro had envied while working for him, and was always told that he could not wear one until Sokichi deemed him a man worthy of a hat - to Shotaro as he died, telling him to protect Philip. Shotaro protested, saying he wasn't ready, wasn't worthy, and Sokichi told him to become a man who was worthy of the hat.

In their attempt to run away, Shotaro and Philip were pinned down by gunfire, and Philip opened up a case that Sokichi had brought to this particular mission - the Double Driver, and its set of six Gaia Memories, and asked Shotaro if he was willing to "ride with the devil". With no other option available, Shotaro agreed, and there, the two of them first became Kamen Rider Double.

After this event, Shotaro became the head of the Narumi Detective Agency and along with Philip, picked up where Sokichi and Shotaro left off in fighting Gaia Memory-related crime. Some time afterwards, Sokichi's daughter, Akiko came to Fuuto looking for her father. As the legal owner of the agency, she was prepared to evict Shotaro and Philip, but after getting involved in the first case we see, she decided to stay as their Chief. Over the course of the series, we learn about just how half-boiled Shotaro is, how close he and Philip are as partners, and see them strengthen this bond immensely. Eventually, another Rider joins their team - Terui Ryu, Kamen Rider Accel. He is a man full of anger and vengance toward the persona who killed his family. With the help of the agency and a mysterious benefactor who helps the heroes off and on throughout the series, as well as learning from Shotaro's half-boiled style of detective work, Terui manages to get his revenge, as well as learn to care about others, and become a nicer person all around.

As the group starts to close in upon Museum, they hit an odd obstacle - NEVER, a terrorist group of undead super-soldiers attack Fuuto. They do so with newer Gaia Memories, stronger than the original batch - and in the process disable the older Memories. Shotaro and company are out of commission for a time, until Shotaro receives a new Driver from what is apparently the ghost of Sokichi Narumi - the Lost Driver, which Sokichi had used to become Kamen Rider Skull. Shotaro also finds one of the new Memories that NEVER had been searching for: a new version of the Joker Memory, which he normally used to form Double with Philip. He uses it with the Lost Driver to become Kamen Rider Joker, and sets off a chain of events that allows Philip to undo the damage to the older Gaia Memories, and for them to take down NEVER - with a little help from Kamen Rider OOO.

Eventually, the group manages to bring down Museum, as well as a member of Foundation X, Museum's funding party and prevent Gaia Impact - an event that was intended to reform the Earth as the Museum group saw fit. However, in doing this, Shotaro lost Philip, who was revealed to be a being of data, and events in the overthrowing of Museum caused him to become unstable, and taking part in Double's last fight with the Foundation X member caused Philip to deteriorate once the transformation was over. After this, Shotaro heartbrokenly presses on in his detective duties along with Terui and Akiko for close to a year as Kamen Rider Joker. We skip over this year, and pick up as Shotaro takes a case from a young boy concerned about his sister, and helps find her, and get out of the clutches of a would-be gang working with leftover Gaia Memories. While celebrating the case being wrapped up, a mysterious man appears with a Gaia Memory, and upon using it, tries to kill Shotaro - but he's saved by the intervention of Philip, who has been restored to life thanks to the intervention of his sister, one of the pivotal Museum members who did trigger the Gaia Impact, but did it to allow Philip to live again. The two partners are reunited, and waste no time taking care of the fellow who took a shot at Shotaro.

Some time passes, and Terui and Akiko get married, and Shotaro had intended to walk Akiko down the aisle, as Sokichi was no longer alive. However, some rather odd events involving Akiko, a memory-based Gaia Memory (Yes it's redundant and ridiculous, but Kamen Rider is weird as hell sometimes), and a strange coin-based monster allow Akiko to see some of her father's past that she never knew about - this gives her a degree of closure and lets her walk down the aisle solo. (After Shotaro and some other Riders deal with some monsters that stirred up that day via Crossover Wackiness™).

More time passes, and Shotaro and company are still mopping up Museum's mess - a mysterious monster begins targeting innocent civilians, and while Terui is in the process of hunting down the culprit, he gets framed for attempted murder. Shotaro and Philip find themselves unable to help for a time, as other police keep them at the coffee shop they were visiting as the whole debacle started. However, with the help of one of the coffee shop's owners (who was one of their prior clients in a case), Shotaro and Philip manage to slip out and go help Terui clear his name.

A bit more time passes, and we find Shotaro and Philip fighting a random Gaia Memory user, and after defeating it, they encounter a psychic woman, who has come to avenge NEVER's commander, Daido Katsumi. Shotaro and Philip want to know why she would avenge a terrorist, and she tells them the tale of how Katsumi was a hero to her, as he freed her from the clutches of a Foundation X scientist. Despite his eventual turn to evil, Shotaro and Philip acknowledge that the man was once a hero like themselves, and pay their respects to him at the site of their fight.

After one last bit of time passes, it seems Foundation X is growing more bold and brazen, but Shotaro and Philip are still there to stand against them - an incident where Shotaro stops a group from transporting a mysterious substance spirals into discovering a plot where Kannagi, a rogue Foundation X member intends to utilize different power sources to take control of the world's energy, and thus the world. Kannagi's methods of doing this cause him to cross the paths of both Kamen Riders OOO and Fourze. Shotaro and Philip lend OOO and Fourze a hand, by explaining what they found out about Kannagi's plan, and taking on a group of enforcers sent to stop them so OOO and Fourze can go stop Kannagi. The other two Riders do so, and Shotaro and Philip watch from the ground - then Shotaro comments about how they did pretty good, for newbies.
